Can Minato defeat Pain?
Minato possessed enough power to battle the Nine-Tails and Obito Uchiha in succession and still emerge victories. What's more, during the war, he gained access to the Yin half of Kurama, making him far stronger than Pain could ever be.

Hiruzen Sarutobi has many advantages over Pain. His jutsu is far more versatile, mastering many techniques that baffled even Orochimaru. Moreover, the shadow clones he produced were astonishingly competent, keeping up with Hashirama and Tobirama during his fight against the fallen Sannin.
There's no doubt that Pain is severely underrated since he was able to overwhelm Naruto in his Sage Mode. However, Obito, in his Ten Tail Jinchuriki form, is way too powerful and also has one of the most broken Sharingan abilities in the entire series.
The Nine Tails Chakra Mode is one of the strongest abilities that Minato had up his sleeve. He only gained access to it after he was brought back to life using Impure World Reincarnation. Before dying, Minato sealed half of Kurama within himself, becoming its Jinchuriki.

Many ninjas, including Kakashi and Hiruzen, considered Minato the strongest Hokage of all time. After he was reanimated by Orochimaru, it was revealed that Minato was also able to use the perfect Sage Mode. However, he voluntarily avoided using it as he tended to end his fights in a very short time when he did so.
He excelled in using the Flying Thunder God Jutsu, earning him the "Yellow Flash" moniker. Interestingly enough, Minato was also a perfect Sage Mode user, signified by the markings around his eyes.

Who mastered Sage Mode?

If you wish to compare his actual reaction/movement speed, he's still somewhat close to Eighth Gate Guy, since he reacted to the TSOs Madara launched at Guy while Guy only moved a couple of feet.
If its one on one, minato certainly can. Lets see one by one. Diedara, Minato can get around and beat his art of explosion. Sasori, he would have a little trouble with kazekage's puppet, but he can handle that as well.
Pain's Almighty Push is so strong that it literally destroyed an entire village. Given that he has the Rinnegan, he can use the Six Paths which has ridiculously high destructive powers. While Orochimaru is strong, he would lose to Pain given the difference in overall power levels and the jutsus.
Jiraiya was an exceptionally competent shinobi, and he was the only member of the Legendary Sannin who could actually beat Itachi. He was trained by the Third Hokage, and learned how to use Sage Mode while training with the toads of Mount Myoboku. When Itachi and Kisame first appeared, they had a standoff with Jiraiya.
